REQUISITIONING OF SHIPS ORDER 1969

1. Following discussions in August between the Hong Kong Director of Marine and FCO and DoT officials, a review is currently being undertaken of the Requisitioning of Ships Order 1969. The draft letter below sets out our present thinking on the Order and the amendments which we shall most probably seek to have made.

2. Please now see paragraph 2 of Mr Free-Gore's manuscript minute of 22 December to Miss Shepherd in NTD, along with paragraph 2 of Mr Mitchell's reply. I would be grateful for your comments and for GGD''s if Mr Jasper considers that more dependent territories than WTADs may be involved

on

the question under discussion there: is it right, in view of HMG's present constitutional relationship with them, that the West Indian Associated States should be excluded from paragraph 5(a)

of the Order?
