1. I attach a draft submission in reply to Mr Green's minute of 16 November to Mr Stewart about Mr Luard's questions relating to the status of Hong Kong.

2. The draft is largely based on Miss Bishop's minutes of 22 and 24 November (for my copies of which I am most grateful). I have also taken account of conversations I have had with her, and of a brief prepared for the Chinese Foreign Minister's visit in June 1973. I should be grateful for your concurrence in the draft as soon as possible.

3. I am attaching copies of Mr Green's and Miss Bishop's minutes to Mr Rushford's copy of this minute.
