1. We spoke about your minute of 29 November and I have amended the final paragraph of my draft submission in the way you suggested.

2. I think that you are correct in believing that the doubts we have had about whether we exercise sovereignty over Hong Kong turn, at least in part, on the different status of the constituent parts of the territory. This consideration was evidently in the minds of those who issued the 1964 guidance telegram referred to in my draft submission. The extract from that telegram which I have quoted clearly indicates that we had doubts about our sovereignty over the leased territories. There is an implication that similar doubts did not exist (or, at least existed to a lesser extent) with regard to other parts of Hong Kong. I agree that it would be useful to bring out this point in the draft submission. In fact, Research Department have suggested various amendments (and a re-ordering of paragraphs) to the draft, one of which serves to cover your point (see the first sentence of what is now paragraph 6 of the draft).

3. I attach a revised draft of the submission which takes account of amendments suggested by Research Department and Mr Rushford (to the second paragraph and to the end of paragraph 6). I should be grateful to know whether FED can accept this.
