HONG KONG: PQS: MR FRANK HOOLEY MP
1. Mr Frank Hooley MP (Labour Sheffield, Heeley) has tabled two PQs for Written Answer, dealing with Hong Kong's position from the point of view of the UN and China. These Questions follow on from two similar Questions, amongst others, from Mr Hooley that Mr Luard Flag answered on 15 November (Hansard, Written Answers, Cols 358 and (27.28 360).
I continue to believe that Mr Hooley's object is to try to establish that HMG exercise sovereign powers over Hong Kong and should, therefore, be able to introduce democratic changes there B (my (amended) submission of 15 November concerning Mr Hooley's 26
previous Questions is relevant). The same thought has been expressed Flag in the Early Day Motion tabled by 74 Labour MPs on 8 December.
2. I submit draft replies to Mr Hooley's Questions. FED, UND Flag and Research Department concur, as do HM Embassy Peking (their Flag E telegram no. 1007) and Hong Kong (their telegram no. 1225).
