PROPOSED PLANNING PAPER ON HONG KONG

1. When I spoke to the Governor this morning about this and mentioned our hope that he would soon be sending us a despatch "Whither Hong Kong?", he said it was his understanding that the draft prepared here would be sent to him and Mr Youde for comment. It had not been his intention to draft any separate despatch. On the other hand he would rather the paper were drafted in Hong Kong.

2. I said that as I saw it any paper or desaptch would need to cover two aspects:-

(a) the future of Hong Kong in the context of relations

with China; and

(b) the future of Hong Kong in the context of social

change.

The Governor accepted that these two aspects would have to be covered but thought that they should be dealt with in separate pieces of paper.

3. We now have to decide what to send to Hong Kong in order to stimulate the Governor to send his despatches on the subjects referred to in the previous paragraph.
