"GOVERNOR'S DESPATCH ON THE FUTURE OF HONG KONG
1.
Please see the Governor's letter of 15 February to the PUS and the enclosed photocopy of a despatch he has done on the future of Hong Kong.
2. I have read through the Governor's despatch and it seems to fit in quite well with Annex B to the draft Planning Paper on Hong Kong. For the moment, however, I think that action can be limited to the following points:

an acknowledgment to the Governor coupled with a gentle reminder that the PUS understood that the Governor was also going to send a despatch on the internal side of Hong Kong (Mr Kerr's manuscript note refers). I have asked Mr Janvrin to prepare a short draft;
to decide upon a distribution for the Governor's despatch. In the final paragraph the Governor has said he will be grateful if circulation of the despatch could be strictly limited. Clearly, it would not be appropriate to send it for printing and to give it the fairly wide distribution which would inevitably follow. I therefore suggest the following ad hoc distribution:

It is for consideration whether copies of the Governor's despatch should be circulated under a covering note explaining how we see it fitting in with the Planning Paper. However, I think that the proposed recipients of the despatch are sufficiently familiar with the way in which we are proceeding to make this necessary. I there- fore suggest that we distribute copies of the despatch as it stands.
