Thank you for your despatch on the future of Hong Kong which you enclosed with your covering letter of 13 February to Sir Michael Palliser. As you have requested, we have given it a very restricted circulation.

There is no doubt that the Department, yourself and Teddy Youde are basically at one on this issue, but there are several points you raise which will need to be worked into our planning paper (which I hope to send you in draft fairly shortly).

We look forward to receiving your other despatch on Hong Kong's future internal development as soon as you can. Time is beginning to press: the Planning Committee are due to take the three papers on China, Japan and Hong Kong on 11 March.
