You will remember that we were puzzled by some remarks made by Congressman Lester Wolff in Washington at the end of April after the visit of the US Congressional delegation to China. Relevant telegrams are our one to Washington No.12 of 29 April and Washington's telegram No.13 to us of the same date in reply.

Apparently on 6 May the lady First Secretary, SHEN Jo-yun, protested about his statement that Chinese officials had told him that Hong Kong would revert back to the People's Republic when the lease of the colony expired. Shen told Wolff that she had been instructed by the chief of the Liaison Office to request a retraction of these "erroneous" remarks.

On the question of Hong Kong, Shen said that their position was as follows: "Hong Kong is Chinese territory, but it is an issue left over from the history of the unequal treaties imposed on China. When conditions are right, the situation will be peacefully solved. Until then, the status quo will be observed."

It is encouraging that the formula used by Shen repeats the previous form of words and it is interesting that the Chinese themselves sought to get Wolff to issue a dementi.
