1. I submit a draft record of a conversation

between Lord Goronwy-Roberts and the

Governor of Hong Kong. Both the Governor

and Mr Haddon-Cave looked over the draft

before their departure from the UK and made

for the must part a number of small changes which have been incorporated. Similarly, the record has been agreed by Mr Smith, ECONOMISTS DEPT and, again before departure, Mr Milton, who took a parallel record for the first part of the meeting.
