Hong Kong was just coming out of recession and the Review Committee was just about to start delibera- tions. However, a general outline of budget strategy considerably before the budget would have greatly helped the Department in preparing a report to Ministers on the subject. He felt sure Lord Goronwy-Roberts would wish to discuss this subject.
