1. I had a useful discussion with Sir Murray MacLehose

this morning about Sections V and VI of the Planning Paper

on Hong Kong dealing with internal affairs and British/Hong

Kong relations. A copy of the paper was submitted to you

last week and you will have seen the Steering Brief prepared

for the Governor's visit which brings out the main point.

2.

I emphasised to him that the programme was a minimum

one and that Ministers were now convinced that the time had

come for a further substantial advance in the conditions in

the Colony. I also explained that the desirability of making

an early announcement of the agreed measures.

3.

The Governor said that the plan of action was feasible

but the maximum achievable within the time specified. He

envisaged making an announcement about the programme to the

/Legislative Council
