Meeting and Lunch with Mr Jeaffreson, Secretary for Economic Services

20. Mr Jeaffreson will have just taken over from Mr Jones as Secretary for Economic Services. He was previously No 2 to Mr Haddon-Cave and accompanied Sir Denys Roberts on his visit here in July for discussions on the Planning Paper. You could ask him about the Wheelock Mard en affair. (I have written to the Economic Services Branch, in response to their latest progress report, to ask whether Section 140 of the Securities Ordinance, which deals with "insider trading" has now been brought into force.) I believe that you also hope to see the Commissioner for Securities on the same matter.

Meeting with Mr Haddon-Cave, Financial Secretary

A copy of my minute of 4 August reporting on my meeting with Mr Haddon-Cave is attached. Topics are: budget prospects for 1977-78 and the question of the establishment of a Central Monetary Institution (a copy of Mr Tompkins' memorandum is attached). You might also take the opportunity to apologise to Mr Haddon-Cave for the embarrass- ment caused to him by the ODM's action in seeking to inform the UK Alternate Director to the ADB of Mr Haddon-Cave's recent message to the Australian Director. I believe you also intend to speak to the Commissioner for Banking about the CMI.

Mr Haddon-Cave has been acting as Chief Secretary during Sir Denys Roberts' absence on leave.

Meeting with Mr Bray, Mr Ford, Deputy Secretary for Information, and Mr Farr, the Acting BSTC to discuss Information Policy in the UK and Hong Kong

22. This is a matter which was the subject of correspondence between the Governor and the PUS/Mr Cortazzi earlier this year (copies attached). We need to keep an eye on it but I am not sure that there are any particular points to raise at this time. So far as Information Policy in Hong Kong is concerned, the Hong Kong Government Information Services should, in our view, play their part in projecting the "British image" and you will want to see that this point is not overlooked.

Meeting with Mr Chambers, Acting Secretary for the New Territories

23. This will give you an opportunity to look at the new housing estates etc being planned/under construction in the New Territories. It might be useful to try to collect some up to date information about land policy in the New Territories in the context of the expiry of the lease. (There was a PQ by Mr Parry MP earlier this year on this subject.) A fact sheet on the New Territories is attached.
