Mr Morgan's branch in the Secretariat supervises the work of the Education, Housing, Labour and Social Welfare Departments.

It is therefore central to the implementation of the measures in the Planning Paper. You may therefore wish to go over the various measures relevant to his branch and to Mr Price's reponsibilities contained in paragraph 23 of Annex C to the Planning Paper and in Annex D. The main point is whether they anticipate any difficulties in putting these measures into effect. Particular topics for Mr Price are: ILO Conventions; the Turner Study of Labour

Relations; and the TUC's interest in Hong Kong.
