VISIT TO HONG KONG
1. As you will have seen from FCO telegram No 86 to Seoul, I am proposing, if this is convenient to you, to urrivo in Hong Kong at 1350 on Thursday, 20 May by KE 603. I should have preferred to fly by CPA into llong Kong but there is apparently no direct OPÁ flight from Seoul to Hong Kong that morning. I am booked to return to London on BA 855 leaving liong Kong at 2215 on Friday, 21 May. If necessary, however, I could stay on for the Saturday and take the Saturday night flight to London.

I should be most grateful if you could set aside some time on 20/21 May so that I can brief you on the Secretary of State'a visit to Peking (and Tokyo if this is of interest). I should also welcome the chance to discuss with you the future handling of the planning raner.I would hope by then to have some feel for the Attitude which the Secretary of Stato do likely to adopt on Hong Kong. You will nee from the enclosed extract from the record that when members of the International Committee of the TUC called on him on 12 April they raised the question of Hong Kong, the Secret. ry of state refrained from commenting, but as you know he is very interested in social democracy (you might like to see in this con- text a copy of a Fabion tract which he has written ontitled "Social Democracy in Europe").
3. I should of course be happy to brief members of UMELCO separately on the Peking Visit if that is your wish.
A. I would naturally welcome a chance to talk to the Director of Information about the projection of Britain in Hong Kong, in the light of our recent correspondence.
5. There is a great deal of interest here in the Mass Transit question and it might be useful if I had a chat with Tim Kinncar up well as with Thompson if that were regarded as proper.

I should, of course, be happy to see the Colonial Secretary and the Financial Secretary as well as any other members of your administration whom you would like me to bee. I naturally hope there will be an opportunity to talk to Alan Donald, eg about the RIO in Hong Kong.
