As instructed, I attach briefs for your visit to Hong Kong on the following subjects:-

(a) The Planning Paper (and the Governor's forthcoming visit); (b) Hong Kong fiscal policy (including the position of the

Financial Secretary);

(c) The Mass Transit Railway (including the question of

Hong Kong shirts);

I understand that GIPD have proposed a brief on the projection of the British image in Hong Kong and IRD on the question of the

RIO.

3.

FED concur with (a) above. The brief on (b) still needs clearance with G & GD but Mr Hall is away at present. The brief on (c) has not, for obvious reasons, been cleared with the DOT

or DOI.
