I have had a

letter from John Swire, the Chairman of the Swire Group, who is also Chairman of the Hong Kong Association, suggesting that the chairmen of the Japan, China and Hong Kong Associations should jointly ask you to a working lunch for an off-the- record talk about Hong Kong, China and Japan. I have encouraged him to approach you because I think you would find the group interesting and prepared to give you frank answers to the many questions that must be in your mind about not only Hong Kong but the development of our commercial and political policy in this area.

I have suggested to John Swire that if you are able to accept he should keep the lunch down to a small, expert and articulate group. Under one hat or another I have known these groups for many years and they include many first-rate

men.
