HONG KONG: DUTY VISIT BY MR MILTON
1. I attach the minutes which Mr O'Keeffe exchanged with Mr Whitehead and yourself earlier this year as a result of which it was agreed that I should visit Hong Kong during the financial year 1976/77. Mr O'Keeffe has recently arranged with the Governor of Hong Kong that I should make my visit in late June/early July. I plan to arrive in Hong Kong on Saturday, 26 June and to return on Friday, 9 July. I have told Briefing and Travel Section, POD to quote your minutes of 27 January and 6 February as financial authority for the visit.
2. Mr O'Keeffe said in his minute of 19 January that he hoped I would be able to stay privately in Hong Kong in order to reduce the cost of the visit. In the event, three or four exchanges with Hong Kong about the timing and arrangements for my visit have failed to elicit an offer to put me up privately. It is still possible that such an offer may materialise before I leave but, as things stand at present, it looks as though I shall have to stay in an hotel. If that turns out to be the case, I should be grateful for your approval to draw full subsistence allowance instead of one third of the allowance as originally envisaged.
