You will recall that during the recent visit to Northern
Ireland on leave by Roy Henzy, my deputy, at a discussion with yourself, Lt Ganeral Sir David House and Mr Jack Cradock, it was suggested that you might wish to consider a visit to Hong Kong.
I understand that this vas mooted on the basis that you would be interested to examine our system of Police/ilitary joint control and joint operations in an internal security situation; this system we refer to as POLMIL.
I now write to formally invite you to visit the Poyal Hong Kong Polica. In conjunction with the Commander Kritish Furons, Home Kong, I will be most pleased to arrange for you to exhming thơ PỜN, SL system and to sea it in operation. Undoubestly there would be other matters, too, which you may wish to discuss and examine, and 1 propose that you should plan for a visit of fivo or so workung days.
As far as timing is concerned, I surent that any time 2 January, 1977 would be suitable, or alternatively at the end of Felutary, 1977, ie. after the 22nd.
One matter has occurred to us cengirling possible speculation in the press over such a visit. The Colonial Secretary mag n mantei i there could be rischievous prasy comment and ther fore it would be rede to keep your visit as confidential as possible. Should you ba orepared to visit 'incognito' this would certainly assist in tus direction.
A further point is that you may wish to consider arranging visits to other Police Forces in the Far East, in conjunction with venų Kong. Should the press learn of your visit here, this then could ha explained as being but part of a study tour by you. Quite apart from thi.
