2. I regret delay in commenting in your proposal that Colonial Annual Reports might be discontinued.

3. So far as I can recall, the format of such Reports was designed among other things to take into account the requirements of the United Nations for information under Article 73(e) of the Charter. Whether this is so or not, the Gibraltar Annual Report is submitted as an Article 73(e) transmission, and consequently I do not think it can be discontinued.

You may wish to check this with UN Department, to whom I am copying this minute.
