Sir Murray MacLehose's Annual Review is an interesting and readable report. There is little in it with which I would disagree but the tone of it strikes me as slightly complacent, eg in references to corruption and social progress. It is no doubt true that in few places in the world is the attack on corruption so vigorous, but equally there are no places in the world, under British rule at any rate, where corruption has been so widespread.
Sir Murray MacLehose is rightly concerned about relations between the UK and Hong Kong, but it seems to me, as Mr O'Keeffe points out, that he still underrates the increasingly critical feelings about Hong Kong that are widespread in this country.
