The Factories and Industrial Undertakings (Goods Lifts) Regulations, which provide for safety measures for the installation and operation of single-user lifts within factories not covered by the Lifts and Escalators (Safety) Ordinance, Cap.327, were brought into effect from 1st September 1976.
The Factories and Industrial Undertakings (Dry Batteries) Regulations 1976, which protect workers from health hazards arising from the manufacture of dry batteries, were made by the Commissioner for Labour on 26th July 1976 and approved by resolution of the Legislation Council on 4th August 1976. These regulations will be brought into effect from 1st January 1977.
Progress has been made in the Factories and Industrial Undertakings (Cartridge-operated Fixing Tools) Regulations 1976 which are designed to control the use of cartridge-operated fixing tools. One outstanding point to be resolved is who should be responsible to issue certificates of competency to operators of these tools.
The Factories and Industrial Undertakings (Protection of Eyes) Regulations, which will introduce provisions to protect workers' eyes at work, have been agreed by the Labour Advisory Board. The four major employers' associations have endorsed the proposed regulations and drafting approval was given on 9th October 1976.
The Factories and Industrial Undertakings (Amendment) Bill contains a shopping bag of minor amendments to the main Ordinance. The two most important of these will, firstly allow the Commissioner to appoint consultants who would be able to advise on a wide variety of subjects and secondly will permit him to issue codes of practice.
Comments on the Construction Sites (Safety) (Amendment) Regulations have been received from the Building Contractors Association Ltd., and are being considered by the Labour Department.
At its next meeting on 19th October 1976, the Labour Advisory Board will consider the principles involved in the Trade Unions (Amendment) Bill 1976 which aims to resolve restrictions on office holders.
