Reason for 5,450 shortfall Construction slippage, due mainly to bad weather and site problems, but these units are expected to be completed early in 1977/78. A shortfall of about the same number is expected in 1977/78, for similar reasons, and that is planned to be made up in 1978/79.

HOUSING STANDARDS (Paragraph 1(c) of Item 327)

The present design standard is 35 sq.ft. of net liveable space per person, i.e. excluding balcony, kitchen and toilet. If these service areas are included, the average design standard is about 50 sq.ft. per head and the actual initial allocation standard is even more generous. Consideration is being given firstly to improving the basic space standard, at least for small flats; and, secondly, to building more one-bedroom and two-bedroom flats (currently only a small number of the latter are provided). Such improvements will have to be weighed against the extra capital costs, and work on comparative costings for this purpose is proceeding.

FLATS FOR SALE SCHEME (Paragraph 6 of Item 327)

The aim is to complete 5,000 flats a year (i.e. housing for about 30,000 persons a year) as from 1979/80 and to continue this programme for six years to make up a total of 30,000 flats, which is the estimated production density over the last few years on account of the necessary time-lag in getting the programme off the ground and the recession.
