GOVERNOR'S STATEMENT TO THE LEGISLATIVE COUNCIL

1. I attach the text of the Governor's statement to the Legislative Council on 6 October. In a covering letter forwarding copies of the statement, the Governor's Private Secretary has told me that

Sir Murray has sent a copy of his statement direct to Lord Goronwy- Roberts under cover of a personal letter.

2. I have read through the Governor's statement, particularly in the light of our telegraphic exchanges with him about certain passages. These passages were those dealing with the Legislative Council and relations with China (pages 1-2 of the statement), Housing (pages 7-9), Education (pages 10-12), Social Welfare, including Public Assistance (pages 15-16), Labour (pages 16-17) and the Conclusion (pages 26-27). So far as
