Lord Goronwy-Roberts has approved a proposal that a Standing Committee should be set up within the Office to monitor the Hong Kong Government's performance in implementing the measures for labour, social, fiscal and institutional change contained in the Planning Paper. The Committee is to meet quarterly under thell/x Chairmanship of an Under-Secretary and to report to

Lord Goronwy-Roberts.

2. Mr Cortazzi would like to hold the first meeting of the Standing Committee in his room at 11.15 a.m. on Thursday, 21 October. If that is not convenient he could manage either 4.00 p.m. on the same day or 11.15 a.m. on Friday 22 October.

3. I am addressing this minute to representatives of those departments, excluding the Personnel Departments, that received copies of Mr Stewart's original submission recommending the establishment of a Standing Committee. In fact, Mr Cortazzi thinks that it will probably be sufficient for Mr Hurst, Mr Smith and, if he is available, Mr Lipsey, to attend the first meeting of the Standing Committee. Other addressees will, however, wish to know that the process of monitoring the Planning Paper is now getting under way; HKD will ensure that any departments not represented at Mr Cortazzi's meeting are informed of any points raised that may be of interest to them.

The basic papers for the first meeting of the Standing Committee will be (a) the Planning Paper, particularly Annex C (including the summary of recommendations in paragraph 23) and Annex D, and (b) the Governor's statement to the Legislative Council on 6 October (my minute of 8 October, copied to those directly concerned with the first meeting of the Standing Committee, refers). HKD may be in a position to circulate additional documentation for the meeting following Mr Stewart's return from his current visit to Hong Kong.

5. I should be grateful if the addressees concerned would let Mr David in HKD (233 4777) know whether they will be free to attend Mr Cortazzi's meeting on Thursday morning, 21 October or, if not, which of the alternatives would suit them.
