With regard to housing, proposals for the introduction of a home purchase scheme, should be developed as an extension of the 'flats for sale' scheme announced earlier this year. (Action: CS(Ag) and group)

HE emphasised that top priority still rested with existing programmes in the fields of security, anti-corruption, housing, medical and health services, education, the development of HAD and NTA, recreational facilities in the urban and rural areas, and the continued provision of the land and communication infra structure necessary to encourage the development of the economy. However, the commencement of a period of steady economic expansion was a suitable time to move ahead with progress in labour legislation and social security benefits.
