COMPARATIVE STUDY OF THE TERMS OF THE GOVERNOR'S ADDRESS TO THE HONG KONG LEGISLATIVE COUNCIL ON 6 OCTOBER AND THE PLANNING PAPER ON HONG KONG

The sections (numbered with Arabic numerals) are those used by the Governor in his speech and in the order in which he used them: (A) in each section sets out those proposals in the Governor's speech which are unique to it; (B) sets out those proposals in the Governor's speech which already appeared in the Planning Paper; (C) sets out those proposals in the Planning Paper which are unique to it; and (D) are the department's comments.

Comment:
Hong Kong has already done at this stage as much as can be expected. At some point we might encourage the Governor to provide further thoughts on C(a) (his initial comments have not given the proposal much wind). As to C(c), one has already been put on the Council and it has been suggested that this may be sufficient for the present.
