Mr Bacon's minute that Lord Goronwy-Roberts told the Governor that he saw no objection to the proposed form of words in paragraphs 6 and 7 of the draft.

The Governor has not, as yet, consulted us about those sections of the draft speech concerning, e.g. housing, education, and health. Paragraph 6 of the record of his talks with
Lord Goronwy-Roberts could be taken to commit him to consult only on labour legislation; which he has done. However, our understanding was that he would consult the Minister on the other aspects as well.
5. I therefore recommend that a telegram be sent to the Governor asking politely to see the other relevant sections.
