HONG KONG: GOVERNOR'S STATEMENT TO THE LEGISLATIVE COUNCIL

1. The attached submission was drafted by Mr Milton in my absence yesterday, 28 September. Although I have in mind the instructions that submissions to be dealt with eventually by Ministers should be signed by Heads of Department, I am forwarding Mr Milton's submission with this covering minute, as Mr Milton was effectively acting Head of Department at the time the sub- mission was drafted.

2. I have made some changes in the telegrams submitted, but, in general, I agree with Mr Milton's submission.
