EXTENSION OF PUBLIC ASSISTANCE TO ABLE-BODIED ADULTS

The Council considered memorandum XCC(76)65.

The Council ADVISED and the Governor ORDERED:

subject to paragraph 9 being revised so as to

clarify the additional financial implications

of the new scheme before circulation to UMELCO,

(a) that public assistance should be extended

to any able-bodied persons aged between

18 and 55 years whose household income

falls below the level of public assistance;

(b) that young persons aged 15 to 17 years

inclusive should be eligible for public

assistance as household members only,

and not independently in their own right;

(c) that a residential qualification of three

years should apply to the category of persons

(d) that the necessary administrative arrange-

ments, including proper safeguards against

abuse, should be completed before the scheme.
