5. The Governor has taken us to task for not having appreciated that disability and old age pensions are not already paid as of right. This is not unreasonable. Having made his point, however, the Governor has said that he accepts the amendments in the sub- paragraphs to paragraph 6, subject to a slight alteration to that in sub-paragraph (4), which seems all right, and a comment on sub-paragraph (6).

6. The Governor has accepted our amendment to the effect that housing standards should be raised "as soon as possible". He does not say whether he will add to his statement the observation that an improvement in standards will not be at the expense of the number of persons being housed, but I do not think we need worry about this point. Instead, the Governor has reminded us of the difficulties which the Hong Kong administration are encountering in trying to raise public housing rents to a more realistic level. This is not a point/which we had commented.
