(c) improved sickness benefits, increasing the sickness allowance from half to two-thirds
on
of pay and increasing the maximum number of days
which the allowance is paid from 24 to 36 days;
(d) extending the scheme of public assistance to
cover unemployment of males between 15-55
years of age by 1 January 1978;
(e) a comprehensive review of the Hong Kong social
security system;
(f) the formulation of a plan for extending benefits
in a series of steps over the next five years;
(g) the raising of the school leaving age to 15 years
within five years;
(h) prohibition of the employment of minors under
the age of 15 within five years;
(i)
abolition of overtime for minors; and
(j) the introduction of improved housing standards.
5. Other agreed measures must for the time being remain confidential. These measures are for the most part in
the field of labour reform. The intention is to raise
labour standards in Hog Kong to the best Asian equivalent (excluding Japan) by the end of five years. Measures necessary to fulfil this committment, such as a minimum wage and a statutory working week, will only be anounced after they have been studied further in depth.
