CHANGES IN THE LEGISLATIVE COUNCIL
16. Lord Goronwy-Roberts said he agreed with the Governor's proposals for the expansion of the Legislative Council and, so far as he could judge, with the proposed new appointments. These would represent a substantial advance and increase the reflexive impact of the Council. He very much hoped that the Governor would find it possible to appoint a trade unionist. Such a step was important and would be helpful both to the Hong Kong Government and HMG. He was content to leave any adjustment in the number of those to be appointed to the Legislative Council to the Governor's judgement.
He would like to return to
Hong Kong with the knowledge that he had full authority to submit formal proposals for appointments to the Legislative Council, after taking soundings, on the understanding that these would be acceptable.
