HONG KONG: PLANNING PAPER

1. You asked to see the papers which indicate that the Secretary of State has given his approval to the Planning Paper on Hong Kong. I would draw your attention to the following:-

(i)

Mr Stewart's submission of 29 July, paragraph 1 of which records that the Secretary of State gave his implicit approval to the Planning Paper at a meeting he had with the Governor of Hong Kong on 22 July (record attached), and the Private Secretary's endorsement of the action proposed in the submission.

(ii) The despatch which issued under the Secretary of

State's signature on 30 July, enclosing a copy of the final version of the Planning Paper and saying that the Secretary of State had approved the Programme of action in the fields covered by the Paper.
