1. I attach a draft submission covering a draft despatch to the Governor of Hong Kong along the lines we discussed yesterday. I have modelled the draft despatch on Mr Callaghan's despatch of 13 July 1975 on the Future of the Dependent Territories. It would be in accordance with the instructions on despatches contained in DSP (extract attached) if the despatch were to bear the Secretary of State's signature in facsimile. I imagine that Mr Larmour's office will have access to the appropriate rubber stamp.
