1. I have the honour to attach at Annex A a copy of the paper entitled "Planning Paper on Hong Kong", which was written in Hong Kong Department in consultation with yourself and your Government.

2. The paper was discussed during your visit to London from 19 to 23 July and I have approved the programme of action in the fields covered by the paper.
