15. In 1974 clinics managed by the Family Planning Association were taken over by Government. They have since been integrated into the Family Health Service which in 1975 operated from 38 centres, each of which provides a comprehensive free health care programme for women of child bearing age and children up to five years. Total attendance in family planning clinics (where service is free)
was 150,000 in 1975. The crude birth rate has declined from
30.7 in 1964 to 18.3 in 1975.
LAW AND ORDER
16. Reported crime increased from 15,000 cases in 1965 to 44,300 in 1974 but was held at 42,800 in 1975. These figures include an increase in violent crime from 3,020 cases in 1965 to 19,682 in 1974, which again was held at 19,129 in 1975. A wide range of measures were adopted in 1973 to combat the situation: they included
an increase in the strength of the uniformed Police from 12,219 at the beginning of 1973 to 15,140 in December 1975 and a projected increase to 16,900 by March 1977; reorganisation of the Force; doubling the strength of the CID; the introduction of beat radios; the creation of a Police Cadet School of 600; and the setting up of Police Neighbourhood Units to improve confidence between public and the Police. The strength of the Auxiliary Force was increased from 3,300 to 5,000.
17. 1,800 Mutual Aid Committees (local neighbourhood residents' associations) have been set up, originally to help the Police
combat crime. The number will be increased to 2,230 in the course of 1976/77 when they will cover about 37% of the population. Their extra-security activities are also being steadily expanded. They now offer an increasingly widespread point of contact and consultation with the Government of Hong Kong.
18. Drug Addiction is an historical and continuing problem in Hong Kong. 64% of the present prison population was found to be
