Against this background, the letter which

Mrs Williams has received from Mrs Yuen is a little worrying; we want to discourage any idea that Whitehall is about to interfere with the way in which Hong Kong is governed. I enclose a draft reply to Mrs Yuen's letter which seeks to make it clear that this is not the intention while, at the same time, indicating that we, and the Hong Kong Government, consider that there is scope for further social improvements in the Colony. I should be grateful if you would let me have a copy of Mrs Williams' eventual reply.
