PLANNING PAPER

1. In your minute of today's date you suggest that we should discuss the Paper with the Governor before submitting it to Ministers.

I should explain that Lord Goronwy-Roberts, who, you will remember, has been consulted at all stages, is in agreement with the sections redrafted in the light of the discussions with the Colonial Secretary. It seems to me that if the Secretary of State (and other Ministers) are to digest the contents they will need to read the Paper over the next weekend. I would, therefore, suggest that the Paper should be submitted to the Secretary of State under cover of a submission in time for his Friday box. The submission would explain that a brief will be prepared for his meeting with the Governor on 22 July; and that this will isolate any issues which emerge in the light of our discussions Governor.

3. I should also explain that the Planning Staff, and all Departments with an interest in the subject, have seen and commented on the new Paper. We are making some amendments to the Paper based on your comments; and are substantially revising Annex B, paragraph (j), which was, I agree, nonsense. sorry I missed the point at an earlier stage.
