The date set for provision in Form 1 (secondary) for 100% of primary school leavers was 1979, but this has now been advanced to September 1978. To provide the total 306,783 secondary places needed for full implementation of the target, 161 more schools must be built. Of these 42 will be under construction this year. But until construction of new schools is completed the additional places will be found by flotation', by extended days in existing Government and Government-aided schools, and by purchase of places in private schools. In addition, to improve quality, the Government Educational Television Service is being extended to secondary schools.

By 1980 there will be facilities for all children to receive 3 years of assisted or free secondary education.
11. Technical Institutes. In September 1973 there was one technical institute with capacity for 1,100 "equivalent full-time" students, plus 4,000 evening students. Two more have since been completed, a fourth is under construction, and a fifth will be started in 1976. By 1979/80 the total capacity of all five institutes for equivalent full-time students will be about 6,000 to 6,500 plus about 20,000 evening students. An Apprenticeship Ordinance passed this year makes attendance at technical institutes compulsory for apprentices in designated trades and a large proportion of students are expected to be on part-time day release. Special levies on the building and garment trades, also introduced this year, are financing special training facilities for persons entering these trades.

12. (a) By the end of 1978 enrolment in the two Universities will have increased to 8,860 (all places are heavily subsidised, and provision for loans or free places is made to ensure that none is denied through lack of means). Continuing expansion is envisaged, the exact targets depending on the advice of the University and
