good deal of more relevant information on matters

covered by this Section of the Paper should be available

to officials both in London and in Hong Kong. Hong

Kong regularly supplies a large amount of documentation

on a wide range of current activities but this is

fast so lave sufficient

So the supusently selective is freussed

insufficiently selective and ill focused on the matters

of particular concern here. Equally, we believe that senior officials in Hong Kong would benefit by a more regular flòw of information which highlights the

political dimension here. There is need therefore for

a regular flow of informal correspondence on these

be Supplemented matters both ways. This shoul, in our view, by regular consultations between senior officials. Bi-annual visits to London by the Governor have already done much to improve the exchange of views on major policies and to help reach agreement upon them. A greater use of technical advisers from the ODM by the Hong Kong Government would be useful in providing an outside view in the planning stages of future develop- ments in Hong Kong in addition to professional consul- tants from other sources which are already widely

employed.

The second and indeed more important requirement is that the Hong Kong Government should provide regular information on the implementation of the agreed programmes including the related fiscal measures. As indicated earlier, there is a need both for fixed targets and also for a degree of flexibility in imple- mentation in the light of local circumstances.
