accepted our need to be able to monitor the progress of agreed policies and because they have recognised the need for a much

greater flow of relevant information in both directions.

Sir Denys Roberts expressed doubts whether there was a mechanism

in Hong Kong for ensuring we did get the right information, but

I told him that frequent personal contacts between the office

and senior officials in Hong Kong should help to overcome this

problem. We should also, I think, keep in mind the possibility of adding a Political Adviser to the Governor's staff with particular responsibility for the "UK dimension" just as there is a Political Adviser responsible for the "Chinese dimension".

This however can be left over for discussion with the Governor.

12. We shall next need to consider what further steps are necessary before submitting the paper to the Secretary of State. I shall prepare a submission early next week setting out some thoughts on this.
