Technically the scheme is capable of progressive

modification if this is considered desirable, with

a minimum of administrative change. The gap can

be removed. The levels of means test can be

raised. The rates of pension and of public

assistance can be increased. The age of eligibility

for Infirmity Allowance (ie old age pension) can

be lowered. But in principle, as it stands the

scheme offers the makings of a sound social security

net. Its principal drawback is the expense when

unsupported by contributions.

At present a major review is being under-

taken of expenditure under the heading of Social Welfare,

with the object of determining to what extent additional

services are required and to what extent (if at all)

these can be replaced by cash payments. It is hoped to

publish later this year green papers on rehabilitation

services and services for youth.. But until the study is

completed there is no intention of changing the structure

of the existing Public Assistance and Disability and

Infirmity allowance schemes.

LABOUR LEGISLATION

18.

The Hong Kong Government has undertaken a

very substantial programme of labour legislation in

recent years. It plans to enact the following further

legislation, which it expects to take about 5 years:
