improvements to severance pay and trade union
legislation, and eventually hours of work.

H.E. said that it had simply not
been possible to find an independent trade union
candidate for the Legislative Council. Mr.
Youde had agreed that there would be no objection
to discussing with NCNA the possibility of
appointing a particular trades unionist who
was well-known to Congress House, but had
past KMT affiliations. However he had
subsequently been denounced in the Ta Kung Pao
as a soviet agent and the proposal had been dropped.
The only faintly suitable candidate would be
appointed to the Labour Advisory Board in the first
instance, and was a possible for Legislative
Council in the long term, but unfortunately he
had hitherto taken absolutely no interest in
community affairs of any sort.

Advisers to the S of S took seriously the recent
pressure on Ministers about Hong Kong. In the
event the Foreign Secretary had not visited Hong
