HONG KONG PLANNING PAPER

I have been through the redraft sent to us by the Governor. He has come some way towards our point of view, but it seems to me that if we are to get Ministerial approval and provide Ministers with a defensible policy on Hong Kong, there will have to be further movement over the key areas of taxation and social welfare plus a commitment to rather faster progress on labour legislation. I should like to see more specific targets written into the paper to cover these points. If the Colonial Secretary is not authorised to accept these we shall have to bring out the differences of view between us in the revised paper and seek to bridge the gap by correspondence before the Governor visits London in July. final differences will then need to be settled between the Secretary of State and the Governor.
