5. The revised draft of Sections V and VI and Annex C of the
Planning Paper was then discussed.
6. In concluding, Mr Cortazzi suggested that the next step was to produce a revised version of the whole Paper, taking into account
the points made at the meeting. He thought that the Planning Paper should then be submitted to the PUS and Lord Goronwy-Roberts;
and that copies should be sent to the Governor of Hong Kong and HM Ambassador Peking. Assuming the PUS agreed, the Paper should then be submitted to the Secretary of State. Any comments by the Governor or HM Ambassador Peking would need to be considered during the Governor's visit to London in July.
