Present position
(iii) Defence exchanges We have made certain
(iv) Cultural
exchanges
proposals to the
Chinese for exchanges of military delegations between the UK and the PRC. We await the Chinese reply, which we expect to be favourable.
There are at present 15 British students in China and 50 Chinese students in the UK. The rate of other cultural exchanges is satisfactory.
We are examining the possibil- ity of placing our scientific exchanges
on a more formal basis.

Action proposed during the Secretary of
State's visit to China
We may ask the Secretary of State to refer to these proposals in his conversations
We should like the Secretary of State to express general satisfaction with the level of cultural exchanges and give his support to the work of the Great Britain China Centre. It may also be appropriate for Mr Callaghan to mention our proposals for some kind of agreement on scien- tific exchanges.
Political Consultations
We have proposed to the Chinese that, during the Secretary of State's visit, an oral agreement should be made for consulta- tions at regular intervals between British and Chinese Ministers and officials. We await the Chinese
response.
The Secretary of State may wish to pursue this proposal during his visit.
