ANNEX C

The attached paper makes a number of recommendations in general terms. Action on some of these is already in hand. On others our thinking is at an early stage. The table below sets out the present position and indicates whether or not action is proposed during the Secretary of State's visit to China (in which case briefs will of course be submitted in good time). The topics are listed in the order referred to in Section IV of the paper.

Present position

Trade Relations and Export Department are re-examining ideas (first put forward in 1973-74 but resisted then by the Americans) for "reappraisal" of the strategic criteria and the procedures of COCOM. They are dis- cussing this inter- departmentally and may then recommend consultations with the US Government and our other leading COCOM partners, with a view to eventually tabling formal proposals in the Committee.

(i) Export Promotion

We know little about the present five-year plan and it will be useful to our export efforts if the Secretary of State could seek informa- tion from his Chinese interlocutors about the details of the plan.

The Ambassador has recommended that, because of the shortage of market information about China, no opportunity should be lost for intensifying contacts with Chinese economic organizations or to visit factories and industrial establish- ments. There is also need to make better use of the information on China which the Whitehall machine as a whole receives. We have told the Ambassador that we agree with his
