PLANNING PAPERS ON CHINA AND JAPAN

1. As part of the preparation for the Secretary of State's visit to the Far East, the PUS's Planning Committee commissioned Planning Papers on China and Japan. The paper on China is attached. It was drafted by the Planning Staff in close conjunction with those dealing with Far Eastern affairs in the FCO, and incorporated points made by HM Ambassador in Peking, as well as comments made at the Planning Committee's Meeting. The paper is intended as background for the Secretary of State's visit and is not meant to be the last word on the subject. But as it may be of general interest to members of the Service, it is now being circulated for information. The separate paper on Hong Kong referred

to in the paper has not yet been finalised, out will not in any case be given wide circulation in view of the detailed and operational nature of the topics it covers. The companion paper on Japan is being circulated in parallel.
