PLANNING PAPER ON HONG KONG
1.
Mr Cortazzi has asked me to send you the attached copy of the Planning Paper on Hong Kong, and to say that, if you wish, he would be ready to discuss it with you at some stage.
2. I should explain that the Planning Paper has been approved by Lord Goronwy-Roberts, the PUS and your predecessor. It has been sent to the Governor of Hong Kong and will not be finalised until his comments on it have been received and considered. It was the intention to submit the Planning Paper to the previous Secretary of State, amended as necessma in the light of the Governor's comments, in time for his visit
to liong Kong.
3. I am sure you will appreciate that the Planning Paper is a very sensitive document.
