I enclose records of your two
main meetings with myself and Denys Roberts and with officials. Please let me know if there are any amendments you wish to make.
I am sure your visit was of value and it was good of you to give Hong Kong 24 hours at the end of your long tour. It was also good of you to offer to stay for a further day but while I would have jumped at the offer of a fortnight I do not think you would have gained more in 48 hours than 24.
After the enthusiasm of plan- making and plan initiation in '71/73, and the disappointment and acute anxiety of '74/75, I had started this year greatly cheered that at last the opportunity to see through what I came here determined to do was emerging, and I had been much heartened by the generally reassuring and encouraging attitude of Ministers last December. Against this background the sudden change of atmosphere in the office, inspite of steady improvement here, has left me extremely depressed and for the first time as a head of post anywhere, genuinely bewildered as to what was going on not least because it coincided with a period in the office at which personal knowledge of Hong Kong and its administration is exceptionally small.
I now feel somewhat reassured.

The next step is to rewrite the planning paper. am naturally worried lest this process of paper- writing may get out of hand and provoke what it was intended to avoid, that is a major confrontation with Hong Kong. I do therefore hope that you will see that due weight is given to Denys Roberts' voice; ce; does know Hong Kong and is no dinosaur!
